Excessive itching

No fleas, has been itching and pulling his hair out. Very visibly uncomfortable. Benadryl and topical anti itch not helping. Bath with anti itch shampoo did not help either.

Another possibility is a skin infection, which can be bacterial or fungal. These often require specific treatments that a veterinarian can prescribe, such as antibiotics or antifungal medications.

In the meantime, an oatmeal bath can soothe irritated skin. You can use colloidal oatmeal, which is available at most pharmacies, or grind plain oatmeal into a fine powder and mix it into your dog's bathwater.
Applying a small amount of coconut oil to the areas can help moisturize and soothe the skin.
