Itching

My dog has been developing red bumps that look like blisters or boils. They are on his legs, neck, chest and underbelly. He is scratching them to the point they are ripping open and bleeding.
Other than excessive scratching, he has still been eating and drinking as usual. No behavioral changes either.

These may include bacterial skin infections (pyoderma), allergies, or even parasitic infestations like mites or fleas, despite the topical treatments you've been using. The exact cause of Bowser can only be determined by examination at a hospital.

Given the areas affected and the history of allergies and Lyme disease, it's possible that your dog is experiencing an allergic reaction that has led to a secondary bacterial infection due to the broken skin from scratching. Allergies can be triggered by a variety of factors, including environmental allergens, food, or flea bites.

Gently clean the wounds with a mild antiseptic solution and apply a pet-safe antibiotic ointment. To prevent further injury from scratching, consider using an Elizabethan collar (cone) to restrict your dog's access to the irritated skin.

Additionally, you can use an oatmeal-based shampoo to soothe the skin, but be careful not to over-bathe as this can dry out the skin and exacerbate itching.

In the meantime, monitor for signs of worsening such as increased redness, swelling, pus, or a foul odor from the affected areas, as these can indicate a deepening infection. Also, watch for signs of systemic illness such as lethargy, loss of appetite, vomiting, or diarrhea.
