I'm sorry to hear that your budgie is experiencing these symptoms. Swelling at the backside, vomiting, and puffing up can be signs of serious health issues in birds. These symptoms could be indicative of several conditions such as an infection, egg binding (if she is laying eggs), or gastrointestinal problems.

Here are a few things you can do at home to help her:

1. **Keep Her Warm and Comfortable**: Birds often puff up when they are trying to conserve heat. Ensure she is in a warm, quiet, and stress-free environment.

2. **Hydration**: Make sure she has access to fresh water at all times. Dehydration can worsen her condition.

3. **Monitor Her Diet**: Offer her easily digestible foods. Avoid any new foods that she isn't used to, as this could further upset her stomach.

4. **Observe for Additional Symptoms**: Keep an eye out for other symptoms such as changes in droppings, lethargy, or difficulty breathing. These can provide more clues about what might be wrong.

Given the severity and persistence of her symptoms, it is crucial to seek veterinary care as soon as possible. Birds can deteriorate quickly, and professional intervention is often necessary to diagnose and treat the underlying issue. Even though you mentioned that the local vet charges a lot and doesn't provide records, it's important to get her checked out to ensure she receives the appropriate care.
