Given the clear and liquid vomit, along with the other symptoms, it's possible that your cat may be experiencing gastritis or gastroenteritis, which is inflammation of the stomach or intestines. This can be caused by eating something that doesn't agree with them, an infection, or stress. However, without the ability to perform a physical examination and diagnostics, it's challenging to pinpoint the exact cause.

In this situation, it's important to ensure your cat stays as hydrated as possible. Since he's not drinking water, you can try offering him ice cubes to lick or a small amount of chicken broth to encourage fluid intake. Make sure the broth is low in sodium and does not contain onions, garlic, or other ingredients that are toxic to cats.

If he's not eating, you can try offering a bland diet, such as boiled chicken or white fish, which may be easier on his stomach.

It's crucial to monitor his condition closely. If you notice any of the following symptoms, it would be necessary to seek immediate veterinary care:

- Persistent vomiting or diarrhea, especially if it becomes bloody or dark like coffee grounds.
- Any difficulty breathing or changes in gum color to blue or white, indicating possible critical oxygenation issues.
- Severe abdominal pain, which might be evident if he vocalizes when touched or if his abdomen is tense and guarded.
