He’s very rough when he plays with our older dog. She tries to be gentle but he doesn’t leave her alone unless we separate them. And even though he’s gentle and they do want to see each other the older dog will try to push him off with her paws and we’ve noticed some small cuts on the back of his neck

Regarding the small cuts on the back of his neck, keep an eye on them to ensure they don't become infected. Clean the cuts with a mild antiseptic solution and monitor for signs of redness, swelling, or discharge.
