The presence of flaky blackish bumps suggests a few potential causes that we should consider.

Firstly, fleas or mites could be the culprits. These parasites can cause severe itching and skin irritation, and even if you don't see fleas, a single bite can trigger an allergic reaction. Another possibility is allergies, which could be either food-related or environmental. Given that she was a stray, she might have been exposed to various allergens. Additionally, bacterial or fungal infections could be causing the redness, scabbing, and itching, and these often require specific treatments.

First, bathing her with a gentle, hypoallergenic shampoo can soothe her skin and remove potential allergens. Using an e-collar (cone) can prevent her from scratching and worsening the condition.
And ensuring her bedding and living area are clean and free from potential allergens can also be beneficial.

However, given the severity and persistence of her symptoms, I strongly recommend taking her to a veterinarian. A thorough examination, possibly including skin scrapings or other tests, will help determine the exact cause and provide appropriate treatment. This is especially important since she's also experiencing issues with her ears, eyes, and behavior, which could indicate a more systemic problem.

If you have any further questions, please feel free to ask. Thank you.
