It sounds like your dog is experiencing quite a bit of discomfort from these mosquito bites. Mosquito bites can indeed cause redness, itching, and scabbing, especially if your dog is scratching them open. Here are a few steps you can take at home to help alleviate her symptoms:

First, gently clean the affected areas with a sterile saline solution or mild soap and water to prevent infection. Avoid using harsh chemicals or alcohol, as these can irritate the skin further.

Applying a cold compress or an ice pack wrapped in a cloth to the affected areas can help reduce swelling and itching. You can do this for a few minutes at a time, several times a day.

You might also consider using an over-the-counter hydrocortisone cream to help reduce itching and inflammation. Be sure to use a product that is safe for dogs. Alternatively, an antibiotic ointment can help if there are open sores to prevent infection.

Try to keep her from scratching the bites as much as possible. An Elizabethan collar (cone) can be useful in preventing her from reaching the affected areas.

Since she also has fleas, it's important to address this issue as well. Ensure she is on a regular flea and tick prevention regimen. Flea baths and collars can help, but you might also consider a more comprehensive treatment like a topical or oral medication.

Keep a close eye on her overall condition. If the redness, swelling, or itching worsens, or if she develops other symptoms like lethargy or loss of appetite, it would be best to consult a veterinarian.

Given that she seems very upset and down, it’s important to monitor her closely. If her condition doesn't improve within a few days or if you notice any signs of infection or worsening symptoms, please seek veterinary care to ensure she gets the appropriate treatment.

If you have any further questions, please feel free to ask. Thank you.
