Given the puppy's young age and the severity of these symptoms, it could be indicative of a serious condition like a congenital defect, trauma, or an infection. The fact that the tongue is drying out and there might be possible bleeding adds to the urgency of the situation.

Even though the puppy is acting normal and nursing, the visible symptoms suggest that immediate veterinary attention is necessary. The condition of the tongue could potentially interfere with nursing and breathing, which are critical for a puppy this young.

I strongly recommend taking your puppy to a veterinarian as soon as possible. A thorough examination by a professional will help determine the cause and provide the necessary treatment to ensure your puppy's health and well-being.
