I noticed about a month ago while she was in heat she frequently would go to her little box to pee but nothing would come out, I had forgotten about it until today when I noticed her peeing once again and nothing coming out but she is on another heat cycle, I can’t recall seeing her actually pee while not in heat over the month

It sounds like your cat might be dealing with a urinary issue, which can indeed be quite concerning. When cats frequently attempt to urinate without success, especially during heat cycles, it could indicate a urinary tract infection, bladder stones, or even a blockage. These conditions are serious and require prompt veterinary attention.

At home, you can try to encourage her to drink more water, as increased hydration might help flush out minor blockages or infections. Additionally, ensuring she has a clean litter box and a stress-free environment can be beneficial. However, given the duration and recurrence of her symptoms, it's crucial to have her evaluated by a veterinarian as soon as possible. They can perform the necessary tests to determine the exact cause and provide the appropriate treatment.
